02.13.2012 Russia. To bumps

Today on website "UkraFil" in one of comments to news in russian version it was the message of the St. Petersburg little dealer which has amazed with the impudence and cynicism: "We like to earn adequately and we are able to do it". Not very well who possesses authorship of this statement, doomed to become winged. The main thing that it personifies spirit and consciousness of a Post-Soviet epoch and visually reflects the main idea of modern Russian philately.
Exactly 5 years ago the Russia post 2007 - developing attack before general approach in the form of rare post editions "Inauguration", "Football", "Gagarin" and that are expected in May of this year

On February, 7th - the postage issue devoted to the 200 anniversary of establishment of military Award George The winner. Stamps with various perforations 12 and 13½ from the date of exit were in free sale and were accessible for all comers.

On March, 2nd - "O. Kiprensky's Painting". About various perforations: 13½ and 12 mm. in value "Poor Lisa" became known after approximately 2 months after its exit in circulation. The "rare" perforation 12 also it was quite accessible to collectors.

The second stamp with "Self-portrait" - about existence various perforations it became known from "word of mouth". Rare is perforation 13½. The Russia post even a hint didn't inform on different types of punching. "The persons approached to the emperor", following rule "We like to earn adequately and we are able to do it" privately "advanced" a curiosity for very high compensation. The material about this issue under the name "Russian roulette" is published on website "UkraFil" in news from February, 14th, 2011.

In December, 2011 at several Russian philatelic forums there was a message of one collector from Zelenograd city (Moscow region) that in one of local post offices in a window on reception of registered mail he has casually found out some copies of stamp "Shishkin's Self-portrait" (Shishkin in russian translate is “Bump”) with perforation 13½. Whereas ITC "Stamps" informed only about issue with perforation 12.
5 years were passing from the moment of an exit "I. Shishkin's Painting" on February, 25th, 2007. And if not the case the majority of philatelists and would learn that is published by the Russian post private circulation Shishkin’s series in which at least one stamp exists with changed perforation. This issue obviously not casual, time it has got to the reference and it has appeared on peripheral post office. There is some question: 1. Where there is a basic part of circulation of these stamps, who and how has organized its private realization to interested philatelists? 2. How many bumps to naive philatelists’ fans and masters worthy earnings "are going to fill"? 3. What unlucky stamps dealers will still be pierced"? and who are following from interested persons to substitute the unlucky forehead».
