Penza city is founded in 1663 as fortress on the southeast suburb of the Moscow state constructed by the decree of Tsar Alexey Mikhaylovich for protection against attacks of steppe nomads. At a turn of the XIX-XX centuries the city was called as “New Athens" thanks to a large number of cultural and educational institutions. In 1781 Penza receives most highly approved coat of arms on which in a green field three sheaves are represented: wheat, barley and millet, - "meaning wealth and notable agriculture of the local earth". The modern coat of arms is approved on December 28, 2001.
