On Sunday evening, on September 8, the Holy Patriarch of Moscow and all Russia Cyril arrived with an official visit to the Tiraspol diocese. The meeting of the Patriarch with local clergy, the President of Transnistria and members of the Government of PMR took place at a monument to Grigory Potyomkin-Taurian before a military and historical memorial complex in Bendery. Then in the Tiraspol cathedral of Christmas Patriarch Cyril carried out a church service.
In memory of visit and stay of the Holy Patriarch of Moscow and all Russia in Transistria on September 8, 2013 in the Tiraspol main post office took place the presentation of a postage block and carrying out of the First Day cancelation.

On postage block is presented a meeting moment of the Head of Russian Orthodox Church with the President of Transnistria E. Shevchyuk, images of the Cathedral of Transformation Dominical in Bendery and Christmas Cathedral in Tiraspol. On block margins are represented the images of the Protection of Theotokos and St. Sergius of Radonezh and the Transformation Cathedral in Tiraspol and St. Sergius Church in Bendery. On the First Day cover is placed an image of Patriarch Cyril against the Cathedral of Christ the Saviour in Moscow.

The postage block is made on the self-adhesive paper and numbered by silver paint. The issue is supplemented by edition of a souvenir booklet depicting the Patriarch of Moscow and All Russia Cyril and Archbishop of Tiraspol and Dubossary Savva.
