On August 21, 2013 the Russian Federation post by the joint project with other republics of the former USSR - members of the Regional commonwealth of communication presents a postage stamp on subject "National Means of Communication". On postage miniature is represented the communication satellite series “Express AM” against a Russia map and a logo of organization.

The issue is printed in mini sheet of 15 values.

The RCC is an interstate coordinating body in field of an electric and mail service. Its main objectives: development of networks and means of communication, coordination of questions in the sphere of scientific and technical policy, management of a radio spectrum, tariff policy on communication services, interaction with the international organizations in the field of communication and informatization, exchange of information.

This year on July 18-19 in the Kyrgyz city Cholpon-Ata took place a joint meeting of the 48th Council of heads of administrations of the Regional commonwealth of communication. At meeting was considered the strategy of cooperation of the participating CIS states in construction and development of information society. The beginning of the implementation of this strategy was initiated in Turkmenistan.

Today, on August 17, 2013, within a joint program of post administrations of countries – members of the RCC in Kyrgyzstan is introduced into circulation a postage value by subject "History of means of communication". On stamp is presented a logo of the international organization uniting the states, entering into the Regional commonwealth in the field of communication.

On August 20, 2013 the Ministry of Communications and Informatization of the Republic of Belarus in continuation of the series “Municipal coat of arms of Belarus towns” will issue a postage stamp “Coat of arms of Bykhov”.

The issue is printed at the Republican Unitary Enterprise “Belarusian Printing House Publishing” in mini sheet of 9 values with decorating margins. Size of sheet: 123x130 mm.

The municipal coat of arms of Bykhov town of the Mogilyov region represents the image of two crossed guns in a red field of the French board.

On August 15, 2013 the Russian post introduces into circulation a postage value devoted to the 150 anniversary of the Kolomna plant of transport mechanical engineering. On stamp is represented the passenger locomotive with power supply of cars of the train TEP70BS against the engine No. 5000, type 86.

The issue is printed in mini sheet of 9 values.

The Kolomna plant is founded in 1863 by military engineer A.E.Struve. Bridge designs for the railroads became the first production of the enterprise. Prior to the beginning of the Great Patriotic War at plant engines, locomotives, electric locomotives, diesels, the equipment for the subway, the turbine were issued. In the years of war the plant worked for needs of the front: were repaired tanks, and built armoured trains, was made ammunition. Since 1956 the Kolomna plant continues to let out serially locomotives, and also diesels for vessels, submarines and power plants.

On July 26, 2013 the Tajikistan post prepared a special postage issue of 2 blocks devoted to the semi centennial anniversary of space flight of the first-ever representative of a terrestrial civilization, female cosmonaut Valentina Tereshkova. The offset overprints of red colour with texts in russian and tajik languages "50 years to V. Tereshkova's space flight 2013" are put on perforated blocks of Tajikistan of 2001: "Communication satellite" and "Regional commonwealth of communication".

The edition of red overprints on each of blocks makes respectively 1.2 and 1.5 thousand copies. At present remains not real unknown were overprints of other flowers, for example, black and green made. It is known that there are overprints on imperforated blocks. Considering a vast experience of the previous editions, it is possible not to doubt practically that collectors won't be disappointed with absence of additional editions and their versions. However, this subject becomes a plot already absolutely other news.

On July 17 the Republic of Lithuania celebrated the 80 anniversary of the legendary flight through Atlantic by the Lituanika plane piloted by Styaponas Daryus and Stasis Girenas. The plane fell to the ground and broke on July 17, 1933. The flight which purpose was to make a name of Lithuania known around the world had proceeded 37 hours and 11 minutes. Daryus and Girenas had to overcome 7186 kilometers. To an ultimate target – the capital of Lithuania of Kaunas - pilots still had only 775 kilometers.

On August 13, 2013 the Russian post plans to issue a mini sheet of 5 values and label devoted to the 125 birth anniversary of the outstanding Soviet aircraft designer Andrey Nikolaevich Tupolev. On stamps are represented the bombers created by Tupolev design bureau Tu-2, TB-7, Tu-16, Tu-22М3, Tu-95. On label is presented the aircraft designer portrait.

By Andrey Nikolaevich Tupolev is created the developmental aviation bureau which in the course of creation of planes was guided by the most modern achievements in the field of aviation science and equipment. The enterprise released tens types of the skilled and serial aircraft which have risen in the sky in the XX century, and also hundreds original, often not having analogs in practice of domestic and world aircraft construction of the projects which have anticipated many main directions of development of the aircraft equipment as in Russia and abroad.
