The distinctive functional feature of the enterprise “Lietuvos pastas” for the postage issues preparation in comparison to other post administrations of the former USSR republics is obligatory competitive selection of the best projects. Before the sketch of postage issue turns into real postage stamps it passes a stage of discussion by arts council and a joint decision. The functionaries can't interfere with creative process on creation of stamps, envelopes, cards, cancels etc. They only choose the best work from the presented projects.
For the postage issue devoted to the 625 anniversary of acceptance of Christianity in Lithuania were presented two works of professional Lithuanian artists Indre Ratkevičiūtė and Irma Balakauskaite.

The arts council voted in favor the project to I. Ratkevičiūte embodied in the stamp which has issued in the circulation on March 24, 2012.

From projects on subject "2012 - Year of Museums" with plots of the museum "Baubliai", presented by artists Vilius Bručas and Evelina Paukstite, the best work was recognized V. Bručas's sketch which is incarnate in the postage block entered into circulation on May 12, 2012.

The technical editors of "Lietuvos pastas" in difference, for example, from colleagues from "Ukrposhta", don't teach the artists to draw and don't prevent to work creatively. And furthermore do not bring in the ready project editing on their taste. They only prompt to artists technical details which will be presented on a miniature: texts, dates, face values. It is possible, for this reason in Lithuania issues of post signs in accuracy correspond to in advance prearranged plan.

In translation from Belarussian language the word "polyn’" is meant by "a bitter grass", "chernobylnik". The bible prophecy mentioning "the Star Wormwood", directly indicates the city of Chernobyl where on April 26, 1986 at nuclear station there was the largest in the history of mankind a ethnogeny catastrophe.

From the first day the firefighters, military, pilots fought against consequences of the Chernobyl accident, power engineering specialists, liquidators volunteers who without protection against radiation tried to put out a killing flame of the raged elements. Evacuation of inhabitants from the infected zone began only in three days. It became known later that the radioactive cloud covered not only Ukraine, Belarus and Russia, but also Eastern and Northern Europe. The third angel already sounded a doomsday.

Quarter of the century later, on April 26, 2011, the world remembered again tragic events in Chernobyl. Also honored memory of heroes liquidators, at the coast of the life of the people who have rescued millions lives from inevitable accident. The post of Ukraine also intended to take part in the actions devoted to victims of the Chernobyl tragedy. The "Ukrposhta's" guide signed the contract with artists brothers Alexander and Sergey Haruk on development of design of the post issue dated for anniversary of failure on the Chernobyl Nuclear Power Station. The work was coming difficult, responsible, demanding not only serious professional skills, but understanding of realities of that time, use of the documentary historical chronicle, and awareness of depth of the tragedy.

By preparation of sketches artists leaned on the actual materials received from the national museum "Chernobyl": photos, cinema and video chronicle, memoirs of participants of those events. The impressing work filled with deep grief and patriotic pride became a result of many months work awarded great praises for art skill and professionalism. The postage issue including a set of 2 values, sheetlet, block, booklet, cover, special cancelation and catalogue was unanimously accepted by the arts council and approved for printing.

However, the post administration decided to be reinsured and demanded from artists of the conclusion of the contract with the museum "Chernobyl" about protection of intellectual property, and also legal documents on a liability of authors of the project before possible owners of a historical photo video data. On the solution of these legal formalities many months would be required.

The postage issue edition strongly was late. At first it transferred for later term, and then cancelled at all. "Ukrposhta's" functionaries easily shifted responsibility for a failure on artists. The simplest and safe manner to hide the professional insolvency with which they successfully and were repeatedly covered earlier and which will provide their quiet and comfortable existence on the near future. However, another story will go about it

In PMR for the end of May it’s planned to issue two new stampps sets devoted to the people which lived in the territory of modern Transnistria many centuries ago.
On one set will be represented the nomad tribes living in this territory since the IV century BC to the IV century of a new era and is given the schematic map of dwelling of tribes of nomads.
The second set will be devoted to the Slavs who lived here from IV to the X-th century.

After 2007 at UEFA session two East Europe states Ukraine and Poland were declared the countries organizers of the next European football championship, in Ukrainian society arose not only feeling of a close football celebration but also hope of inevitable economic prosperity, investments, improvement of quality of life, growth of the income, achievement of high European social standards. For a five-year preparatory period to carrying out football championship Ukraine intended to overcome a way comparable to the twenty years of rapid economic growth: the rivers of investments, oceans of buildings and reconstruction, falls of social transformations, records in sports and tourism development. It’s blissful who believes!

Not smaller achievements were expected also in the field of information technologies, a mail service and philately. Artists, designers, the set dressers inspired with prospects of requirement of the work and talent, worked creatively and productively. In three months "Ukrposhta" received the ready project of post issue prepared by brothers Alexander and Sergey Haruk under the name "Europian Championship 2008 relay race in Austria-Switzerland to championship of Europe 2012 in Ukraine-Poland".

If the modernization of the Ukrainian economy and creation of modern infrastructure demand many billion external investments and loans and the unreasonable public expenditures, for creation of post and souvenir products to the future championship the budget comparable to a daily diet of consumption of the ordinary deputy of the Supreme Rada or the representative of the Ukrainian executive power was required.

The expenses from means from the international credits for construction of stadiums, hotels, stations, roads, the airports and other infrastructure could pay off at the best in about 50-70 years. Means, spent for manufacturing of philatelic, numismatic and other production, came back immediately and brought dividends at a rate of thousand percent. The enterprise "Ukrposhta" shouldn't invent anything. Artists brothers Haruk performed for it all necessary work. It is enough to start only in the printitg completely ready projects of stamps and blocks and to carry out mass demands from the commercial companies, the international organizations and individuals.

The project of postage issue with EURO logo 2012 guaranteeing to "Ukrposhta" mullions-strong profits was completely and is hopelessly ruined by the management of the Ukrainian mail. And it is concrete, officials into which duties enters ensuring prosperity of the state enterprise and state budget replenishment. It is a question of "Ukrposhta's" former heads with characteristic surnames of Zamkovaya (in translation from Castle) and Zayats (Here) and the present deputy director of the enterprise with even more demonstrative surname Nelepa (in translation Absurdly). As a result of their nonprofessional activity the program of development and modernization of mail and philately appeared ruined, the state lost the impressive income, and employees of branch of surcharges and awards.

May, 2012, less than 30 days remained before championship opening. For anybody not a secret that Ukraine actually ruined carrying out football action. For billion spent means it was possible to foozle something, here and there. Results of the international adventure under the name "The European championship in Ukraine-Poland" become known about two months later. But already now it is necessary to decide on degree of responsibility of the former and present state officials: who go to Kachanovskaya prison, and who to Lukyanovskaya prison.
